On 5th February 2021, the UK Government’s draft Health and Care White Paper was leaked online. An authorised version was later published on 11th February 2021.
The White Paper sets out a major proposed reorganisation of the NHS in England that is largely in line with recent NHS policies around integration, consolidation and control. The proposed legislation reverses the 2012 NHS changes but also much of what has been introduced since the 1991 NHS reorganisation, such as the internal NHS market.

Part 1, prepared just days after the leak, summarises the draft White Paper. Part 2 focuses on the differences between this and the authorised Paper, whilst also examining some key themes of significance in respect to market access.
