Phil left the NHS in September 2022 to join Mtech Access; he brings considerable experience as a transformation leader, initially as the programme director for Dorset’s Clinical Services Review, and finishing with the development of the new NHS Integrated Care Board. He was the senior executive responsible for the development of the vaccine research hub and system sponsor for the development of the Innovation hub. His last role was as an executive director for NHS Dorset ICS with a responsibility for commissioning, innovation, digital, transformation, partnerships and research. Phil was a long-term member of an NHS AHSN and chaired a regional Applied Research Collaborative for NIHR. Phil’s previous experience included transformation and innovation consultancy at partner level; leading and delivering global programmes. His early career was in life sciences starting as a medical representative. Phil brings over 35 years’ experience and expertise from a fusion of leadership, innovation, industry, NHS, consulting and digital roles.

Phil has a PhD in biomimetics from Bath University, an MBA and MA from the Open University, a postgraduate marketing qualification and a BSc (Hons) in Applied Biology. He is a chartered scientist and a chartered biologist with visiting professor roles at Bournemouth University and AECC University College.
